Papa, state issues r legislated in state assembly.
Federal issues are legislated in national assembly which consist of senate and house of representative.

National assembly can only interfere in state issues if and only if the state assembly is incapacitated.

Another issue, all state governors have official immunity, what this mean is you can't drag a sitting governor to any court if any sort of crime has been committed by such person in that office.
