You guys are shamefully ignorant, Russia has VETO POWER and any resolution either of the 5 countries with veto power says 'NO' (USA, France, Britain, China and Russia) ultimately fails and can't pass.

What America can do now is to take the matter to the General Assembly where majority will carry the vote and it's just a formality as no action can be taken based on it because there's a veto already.
