Putin and by extension Russia can't tell NATO what and what not to do. Just like how NATO hasn't told Russia what to do.
That aside, NATO as an organisation has an open policy meaning any European country can request to join. It's on the perogative of the members to decide who they accept or reject.
An external body that is not a member trying to tell the organisation what to do is stupid in every sense.
