God's rights and the perogative to decide moral laws and if at all it is static or dynamic is solely God's own perogative. God does't have to. Yes, even if the action warrants a greater punishment. And I mean it, God doesn't have to punish sin, reward good or do anything you deem right. Two righteous or wicked men with the same measures on the scale of righteousness and wickedness neither deserve to be necessarily rewarded or punished, or must be to satisfy any thirst for venegance, for reasons outside the divine will.
