Putin, meanwhile, has not ruled out a personal meeting with Zelensky, but stressed that it would depend on the progress of talks between the negotiating teams.

The US isn’t interested in peace in Ukraine but is instead doing everything it can for the conflict in the country to last as long as possible, Chinese Foreign Ministry spokesman Zhao Lijian said during a briefing on Friday.

“While the international community is calling for the end to hostilities, the US keeps adding fuel to the fire and shows readiness to fight until the last Ukrainian,” Zhao insisted, referring to the ongoing financial aid and deliveries of weapons from Washington to Kiev.

“Their actual goal isn't achieving peace, but making sure that the conflict drags on. As [the Americans] say it themselves, they're looking to weaken Russia,” he said.

“As for whether the US brings peace or war, security or chaos – I suppose we all know the answers to those questions,” the spokesman added.

Earlier this week, US Defense Secretary Lloyd Austin acknowledged that, by helping Kiev, Washington wanted to see “Russia weakened to the degree that it can’t do the kinds of things that it has done in invading Ukraine.”

Senator John Cornyn (R-Texas) introduced the Ukraine Democracy Defense Lend-Lease Act, also known as S.3522, on January 19, 2022. This is according to the official Congress.gov page for the bill. On the same date, it was co-sponsored by senators Benjamin Cardin (D-Maryland), Jeanne Shaheen (D-New Hampshire) and Roger Wicker (R-Mississippi).

Senators Richard Blumenthal (D-Connecticut) and Lindsey Graham (R-South Carolina) endorsed it the very next day, January 20. Other endorsements trickled in over the following weeks, with a total of 14 senators on board by February 9, again according to Congress.gov.

Russia did not recognize the independence of Donetsk and Lugansk until February 21. The “special military operation” to demilitarize Ukraine began on what was already February 24 in Washington.

On Thursday, the US House of Representatives approved the “Ukraine Democracy Defense Lend-Lease Act,” which makes it easier for Washington to send weapons to Ukraine amid its conflict with Russia. However, those deliveries are conditioned on Kiev having to pay for the “return of and reimbursement and repayment for defense articles loaned or leased.” The lend-lease bill, which now only needs Joe Biden’s signature, is separate from the White House’s ongoing efforts to arm the government of Ukrainian President Volodymyr Zelensky with weapons from the Pentagon’s stockpiles.

“Washington’s motives are crystal clear,” Volodin wrote on Telegram, suggesting that lend-leasing to Ukraine “would allow to increase the profits of American defense corporations by several times.”

The parliament speaker recalled the events of World War II when the Soviet Union had received military hardware from the US under a similar lend-lease scheme.

“It was described as help from the allies,” but the USSR, which lost 27 million lives fighting the Nazis, had to return those debts for decades, among other things, sending its platinum, gold and timber to America as part of mutual settlements, he said.

“The payments were only completed 61 years after the Great Victory, in 2006,” Volodin pointed out.

Lend-lease is basically a commodity loan, and “not a cheap one,” he warned. “Many future generations of Ukrainian citizens are going to pay” for the weapons, ammo and food supplies delivered by Washington.

By agreeing to the land-lease scheme, “Zelensky is leading the country into a debt pit,” the parliament speaker insisted.

Russian President Vladimir Putin is set to declare an "all-out war" on Ukraine "within days" to enable Moscow to launch a general mobilisation of the population, according to Russian sources and Western officials.

Russia invaded Ukraine on February 24 in what Putin called a "special military operation" to "demilitarise and de-nazify" Ukraine and barred the use of the word "war", thinking it would be over in a few weeks, The Daily Mail reported.

However, army chiefs, frustrated that the invasion has now stretched, have called on the President to declare war which would enable a mass mobilisation of Russian troops and an escalation in the conflict.
