These two phones you mentioned don't have headphone jacks too, seems you just want to show yourself small

I tried creating a second WhatsApp account on a Redmi 10c but could not find the 'dual app' option there. I thought MIUI generally supports dual apps?

They now remove some of those features for budget devices.

So, I'm thinking of getting my first Xiaomi phone, Redmi note 11.
My dilemma is, I want to go for the 6/128 variant, buh my budget can only afford the 4/128 variant. Now, I'm not a gamer, neither do I use heavy apps. But, I felt getting a 6/128 phone would be a very good upgrade to what I'm using currently. So, my questions are, can I go for the 4/128 variant? If I go for the 4/128 variant, hope there won't be lags in the future? Does the phone, RN11, have memory expansion? Don't know if that's the right word.

As far as I am concerned RAM Expansion is a Faux. You can hardly tell the difference.

IMO irregardless of your level of usage close your eyes and get the 6GB RAM Variant.
