Toure was much more of an all rounder, who played centre back, centre mid, and strike.

He redefined what it meant to be a goal scoring midfielder.

He won major trophies in two major leagues plus the Champions league

He performed for country, winning the Afcon, which Drogba didn't do.

Drogba did just a few of these but the records are clear. He was never a prolific goal scorer across his career. He's not even, therefore, the best African striker. Toure is undoubtedly the best African midfielder of all time.

And if you still want to argue never forget that Toure was 4 time African player of the year which Drogba achieved only twice.
