According to the 1999 Land Use Act as amended under the Obasanjo regime, all land belongs to the government. When you purchase a piece of land, you're offered a "deed of lease" for 99years after which if you fail to erect an approved structure on it that should eventually qualify you for a C of O from the government, you're liable to do a renewal of ownership of that empty land upon the expiration of that 99year lease. There's nowhere in Nigeria you'll buy a land and be given anything different from a deed of lease. Until you build on it and have enough resources to approach the govt for a C of O, you have just part ownership of the said land.

So this Bobrisky's property content is not out of place.

You can buy a property which is leased to you for say 999 years. The property is yours and you can do whatever you like with it during the period of the 999 years. The document may indeed say ‘Deed of Lease’ but effectively she owns it and she can transfer it to her inheritors or sell it to any third party anytime during the period of the long Lease!
