History should tell you that only a little fragment of Lagos State was the capital of Nigeria.

There are five Divisions in Lagos:
Ikorodu Division
Badagry Division
Ikeja Division
Lagos Island Division
Epe Division (which include lekki, Ibeju lekki etc)

Less than half of Lagos island Division (Around Ikoyi and VI) was the former capital.

The rest were under the western region.

Calabar was a capital, Abuja has been the capital for almost 30 years still Lagos is the destination of choice.
