There are senior and mid tier officers in the army that will curtail the excesses of these bandits and terrorists to the barest minimum, but they are not fulanis and may not even be from the north, so they wont be elevated to handle it. And that is the summary of Nigeria's problems. Where the fulanis will rather hold unto a steering and watch the car fell into the ditch than let other people who can steer all (including them)to safety take charge.
