It's per month. I remember when I was a job hunting as a newbie 2 years back, someone opened his mouth to offer me 20k a month. The guy was lucky the interview was on zoom. If it was real life the dude for collect.

Why not learn it by he sef, it's very simple. U need less than 24 hrs to learn coding.

10 -15k is even too much for ordinary web dev.

U can learn in less than a day.

U also need less than 24 hrs to build a magnificent site like fb.
