Not really sure I fully get the question, but you can do a related PGD to get a masters admission, which guarantees your Tier4. Be sure to contact the school first to know what type of PGD is accepting them.

I have been denied a USA student F1 visa twice and with no specific reason, I was told on both occasions that I was not qualified at the time and can reapply another time. Hope I can answer the question of previously refused visa on my ukvi visa application like this or is there a specific way to answer? Secondly, I could only add one of the refusal date. Please how do I add the second date to it since I was denied twice? I will also like to ask if there is any
downside to putting my NIN on the application.

You can mention you were volunteering, interning, developing yourselves in other area (taking online courses, learning other skills). As long as you portray yourself as someone that was actively developing, you should be fine.

For someone going for a PhD, do they expect the person to declare money that would cover tuition fee for the approx 4 years of the programme in the POF or that for the first year only, say if such a person has partial scholarship that covers annual stipends for living expenses and a 60% tuition waiver for the duration of the programme?

I am a bit concerned about alot of things and have questions I typed out for you to consider but somehow it got lost so I will summarise my point

Just like @afmaag123 said, go and collect your passport, if the visa was truly overturned you will be requested to resubmit it.

If not you have28days to request for an admistrative review and time is no longer on your side
