Nonsense, these are basic brick and mortar. If you have brains, you will increase your state's IGR, and make your state more commercially viable, this is what makes a state and it's people prosperous. Most Anambrans still run to Lagos for a better life, because Anambra is not economically viable to live and grow in. Even Zamfara state governors build basic infrastructure.
