I'm very sure that was not a rifle bullet. Even if it were to be, it won't have come from a direct shot. Helmets cannot stop rifle rounds. If an helmet were designed to stop a direct hit, the impact shock will break the neck.

Probably at weak velocity when it hit. But could have penetrated the head

Why not, helmet are life savers. If they can't stop bullet soldiers wouldn't wear them. And on the other hands we've seeing bullet penetrating helmet and body armor.
On the other hand I'll call this safety wears has bullet resistance. Many modern helmets are likely to stop shotgun pellets, and pistol bullets at relatively short range. They won’t stop a rifle bullet at short range; particularly one that impacts at a right angle to the surface.
They may stop a rifle bullet at long range, when it has lost most of its energy
They may deflect a rifle bullet at closer range; if it hits at a shallow angle.
All of that said; there have been recent incidents where a helmet has stopped a rifle bullet at surprisingly short ranges. Like I posted earlier on, when it's not yet your time.

Holla! Aren't the guns these little speedboats are packing too big for them? Methinks a 7.62m GPMG might be better.

I'm not sure about this modification. The increased height also raises the bike's center of gravity, making the bike unstable. A side care would've made way more sense....I think..

Yeah you're right the increased height at the back will increased the centre of gravity but the weight of of driver at the front will make it stable.
Side care is somehow old fashion and will increase drag. Have seen couple of this bikes in the North centre, I didn't first like this idea but it's not doing bad in the theatre presently.
