go to their website (pres.inecnigeria.org) you will see the necessary steps to follow on the first page.
1. Create profile/register, here you supply your functioning email then a confirmation link will be sent in the mail you provided. You check option you wanna go for and it eligibility.
2. Login to your profile with your username and password, then a form will be given to you to fill.
3. In this form, you need a valid id card, your qualification in pdf format and a passport in jpeg not greater than 5MB, your account details, your bvn.
4. You check your information very well and click submit, you will be given a acknowledgment slip, you download/print and that's all for now

you can't use it, you need to change your password it might be network problem though.

ok, choose another state just for testing then after that choose your state again, it should load it that way, I encountered thesame thing and that was how I did it.
