That is most likely packages of salt and sugar. When a society is fundamentally illiterate(even with University degrees), those who oppress the citizens can easily fool them into thinking they are doing somethings worthwhile.

This is massive.
But this is what you get when you have a good leader. I'm not surprised by Buba Marwa's leadership in NDLEA. He has always been performing well in all his assignments.
His records are still there in Lagos State as a former governor of the state eg.
Keke Marwa, Operation Sweep and many other developmental projects in Lagos State.
How I wish bubu discovered people like Marwa in his administration but unfortunately surrounded himself with incompetent and inefficient ministers apart from few among them eg. Fasola, Amaechi, ...,
