Amongst the facts stated that 90percent shares was transferred to Dangote by Kogi Government. Did you see that??

The business is co owned by dangote and kogi state government. By volume of shares Dangote has more stake than the kogi state government, dangote has to sell his 90% shares to the government before they reclaim the company.
