PO is not an exporter, he is a distributor. He ran a successful marketing firm in the UK back in the day. He was responsible for introducing Heinze products and making them a household name in Nigeria. Ovaltine too, and some flavoured wines. He was also a major distributor for local manufacturers such as Coca-Cola, Yao foods, and others.

He can't be an exporter of goods he distributes, he's not even an importer in the right sense of the word. He's only a distributor, which means, he enters into a legal contract with these manufacturers to be their sole distributor in Nigeria.
After the CONTRACT, Peter Obi EXPORTED the goods, for DISTRIBUTION.

First off, you didn't ask a Yes or No question, therefore simple Yes or No cannot suffice.
To your question; someone who is based in Canada and sells cars to Nigeria is an EXPORTER, while the person here in Nigeria, who pays dollars to get the cars here to Nigeria is the importer. (Assuming a two party trade, which should be the case anyway)

Not yet, but we know there's going to be a major drive towards stabilising food prices and being self-sufficient in food production. With that in mind, we are sure there's going to be heavy investment in staples such as rice, vegetables, cassava, etc.

Words have it that Peter Obi was behind the development of the master plan that made integrating 30% cassava flour in baked goods mandatory. That policy made Nigeria a net exporter of cassava today.

We expect to see more of such policies in the agro-value chain. The best thing for an entrepreneur to do now is to secure some pieces of land in the North or start working towards building a small food processing plant there.

very very funny. Okay let me throw your analogy back at you. The man based in Canada who sent the cars to Nigeria is an Exporter, at least you agree to that. The buyer of the car in Nigeria does not have to pay in dollars to get the car, he/she just has to pay an agreed cost for the cars/product. I have bought 4 cars from this my friend in Canada and I didn't pay in dollars. Now, if you bought a bottle of Hennessy and decided to pay for that bottle of Hennessy in dollars, does that make you an importer based on your own definition?

The simple explanation and deciding factor is purpose of buying. If I buy a car from the USA, and put it to use in Nigeria, I am a consumer. If I buy a car from the USA to resell in Nigeria, I'm an importer. If I have a registered business in both China and Nigeria, and I have a licence to send drugs and medicaments to Nigeria for resale/distribution, the answer to that is what? An importer and exporter! Import-Export merchant more like. In this same line of thought, if Peter Obi has a registered business and licence in the obodo oyinbo and here that would make him what?
