A recent report has detailed possible means by which the 2023 elections could be compromised through some insertions by the independent National Electoral Commission (INEC).

The report made public in the early hours of Monday shows that while the Bimodal Voter Accreditation System (BVAS) and polling unit results will be uploaded to the INEC portal, voters will be denied access to the results until after the ward collation officers have mopped the votes from all the polling units.

It should be noted that this is a deviation from what was obtained in the recent polls in Osun state, where results of the governorship were uploaded to the portal real-time.

This many have opined will help electoral fidelity and transparency, noting that such should be replicated at the 2023 general elections.

However, according to the report seen by POLITICS NIGERIA, certain officials of the commission have alleged that a member of its lCT unit has been positioned not to allow polling units results to be viewed real-time.

BVAS Upload Controversy

Reliable sources in the lCT department of INEC have revealed that a powerful politician has successfully compromised key lCT staff members of INEC not to allow polling units results to be viewed by the public on the INEC result view portal.

A report by Sahara Reporters reveals that the BVAS (Bimodal Voter Accreditation System) and IReV (INEC result Viewing Portal), the two most important technology inputs to the election, backed by the new Electoral Act will be used but Nigerians will not be allowed to view the uploaded results of polling units until they are validated by collation officers and Registration Area Technical Support (RATECHS) that will be compromised to input fake data at ward collation centres.

Further more it was gathered that this was done at the  instance of an influential politician who is bent on making sure that the polling unit results uploaded to the IReV (results view porter) should not be open to the public to view them until a group of RATECHs, who are to assist ward collation officers validated the polling unit results.

These RATECHs/collation officers, many of whom may be sponsored as ad hoc staff by political actors, have been compromised, hence if they are empowered to validate already declared polling unit results at collation centres before the public can view the results, it amounts to a return to the old way of keeping everyone in the dark while those who have leverage over INEC will fix the results to predetermined outcomes.

On the reason for the sudden change, sources in INEC revealed that it has to do with a compromise at the top level and the explanation to be used as justification is a flimsy claim that just in case there is a mistake on Form EC8A at the polling units, it could be corrected at ward levels that are to be manned by politically vulnerable RATECHs.

According to these sources, that reason is a deception. The source further revealed why Nigerians should not buy into the deceit for the following reasons: firstly, the possibility of error at a polling unit during the counting of votes where there are party agents, voters and election observers is highly unlikely and could be easily noted and corrected before all stakeholders than at ward collation centres with limited and reduced numbers of people present where manipulations are more likely?”

Secondly, ward collation centre is where RATECHs who are lCT experts work, and influential political actors can easily recruit them or their supervising officers to aggregate all polling unit results that could be easily altered. Thirdly, if polling unit results are not allowed to be viewed after they are uploaded at polling units, compromised RATECHs and collation officers at ward level could input additional figures at ward level to upturn the outcome of polling units election results.

Meanwhile, questions have been asked as to why the results from all polling units, the number of accredited voters and scanned (EC8A) can’t be viewed by Nigerians. Similarly, there have been queries as to why ward collated results and scanned (EC8B) are not uploaded to the public results view porter for transparency of the entire result collation value chain.

Questionable Provisions

Also some suspicious provisions were inserted in the INEC 2022 Regulations & Guidelines to be used by presiding officers for the 2023 election. It is believed that these provisions will create room for the courts to determine the final outcome of the 2023 elections.

Such questionable provisions are Rule 19. E(lV) which says a voter should “mark” on the Ballot paper instead of using “thumbprint”. According to the source, marking a ballot paper instead of a thumbprint is a recipe for rigging. An individual recruited by political actors and given a ballot booklet can use a pen or pencil to mark as many ballot papers as possible.

Besides, if a pen or pencil rather than a thumbprint is allowed, can a forensic exercise be carried out to determine whether it was just an individual that marked a large number of ballots?

It is very unlikely to detect, unlike fingerprints that a forensic machine can examine on ballot papers and determine whether it was just an individual or a few individuals who put thumbprints on ballot papers.

The question is whether a thumbprint or any mark on the box of a party's logo also represents the intention of a voter insofar as the mark is clearly on the party's logo. Also, there is the additional provision of Rule 20, which provides for a voter that even failed to pass through the five methods of identification for accreditation to be ticked/marked on the same manual register with successful accredited voters.

For those who wonder why this additional leeway is provided by officials of INEC in the guidelines, it should be noted that it is a loophole created by influential politicians using their leverage in INEC to dilute the Electoral Act. This is a recipe to bypass BVAS and claim that it failed.

The more troubling fact also is that, if this is allowed, it will be used to claim votes not recorded or to impute over-voting into the actual votes, thereby creating room for rigging.

However, one of the pertinent and critical questions that INEC needs to publicly answer in light of this is: "Will Nigerians be allowed to view real-time uploaded polling units results and the accredited number of voters on Form EC8A on the portal on Election Day as provided by section 60 (4) and (5)?"

Why should a voter who failed both biometric, facial, and other verification processes be marked on the hard copy of the Election Day register, thereby creating room for many unnecessary manipulations of the accredited voters’ figures?”

At least, I and my team have gladly formed an independent observation-unit, and we had keenly observed all your recent elections.----
Thanks to all your recent innovations and improvements.

And come 2023,, we are going to continue our observations in full force.


MEANWHILE,, IF ANY INEC STAFF IS SEEING THIS, please we need these things to be implemented as soon as possible..

1. Once the Election ends, and before the counting of votes commences, let the BVAS-device automatically transmit its generated accreditation-data to the Collation System, and also to the online Results Portal. (Even if there are more than one BVAS-devices working in one Polling-Unit, let all of them transmit all their information into the online results portal, and let all their automatically uploaded data reflect against their respective Polling-Units, even before counting of votes commences).


2. Please, try and be uploading collated results sheets to the online results portal too.. I am happy that you would also be uploading wards-collated sheets this time around.. Please, try and expand the uploading of results too the LGAs Collated sheets and States Collated Sheets...
Since you can already upload the Polling-Unit results for all the 176,846 Polling-Units (Nationwide), and also upload the wards-collated sheets in all the 8,809 wards (Nationwide), then, uploading the LGAs-Collated sheets in just 774 LGAs and the States-Collated sheets in just 36 States, and the Final National Collation Sheet would not be a big problem too.. (These would just be an additional 811 uploads, which is so easy to do - for someone who had already uploaded 185,655 sheets)


3. Please, we would love you to be including in your final results,, the total number of cancelled Polling-Units, and the total number of affected Registered Voters, and/or the Affected Number of Collected PVCs in the cancelled Polling-Units.. This Particular Number would help us (the observers in carrying out adequate comparative analysis)..


Once more, I thank you again for the numerous improvements so far.
And hope these listed requests get to see the light of the day before the general election.

The only confidence and hope of APC/Tinubu in 2023 is rigging the election.

The MENTOR Initiative provides support in the fight against malaria and other vector borne diseases through three key activities: intensive development of the technical capacity of humanitarian organizations and national partners, technical support for in-country programs, and operational research for the development and evaluation of innovative and context-specific tools for improved vector borne disease control.
The MENTOR Initiative works in collaboration with various international agencies and governments including the United Nations, the Ministry of Health, and other Humanitarian Organizations. In close collaboration with the Ministry of Health, MENTOR is implementing large scale Indoor Residual Spray (IRS) and community mobilization on malaria and hygiene promotion campaigns in the conflict affected areas of Borno state of Nigeria.
Overall Job Purpose

Under the direct supervision of the Finance & Admin Coordinator, the Finance & Admin Officer is responsible for ensuring that the day-to-day accounting operations and financial management functions are performed in accordance with MENTOR’s policies and procedures.
He/She is will also responsible for providing support for day-to-day administrative requirements.
Tasks and Responsibilities
Financial Management Tasks:

Ensure that all standardised MENTOR finance procedures are understood and respected by all MENTOR members.
Ensure communication with Finance & Administration Coordinator and the Country Director of accounting documents and weekly and monthly reports (cash counts, accountability/SAGA).
Field visits to support and replace finance staff in the field when needed
Follow all procedures of the INGO in relation to finance and be consistent with the logistic department.
Check and arrange paper work from the field basis
Maintain a daily management of the cash accounts in Maiduguri offices and inform the Field/Base Manager, Finance & Administration Coordinator or CD about the cash flow for the week ahead as well as weekly plan expenditures.
Ensure the weekly reporting of expenses: Proceed to a weekly cash count of the cash boxes in USD and NGN with the Finance & Administration Coordinator or CD in order to ensure that the balances are corrects.
Collaborate with Finance & Administration Coordinator on Month-end close to ensure all the Maiduguri cash books are reconciled.
Prepare monthly payroll for all local staff in the mission and prepare the payments after approbation from the Finance & Administration Coordinator, CD or Grant Manager.
Prepare and remit the monthly Statutory and taxes payments and ensuring the paperwork corresponds with the accruals.
Ensure all cash payments and other payments and paperwork correspond and follow The MENTOR Initiative’s procedures and protocols (procurement and authorizations requests, Advances request, etc).
Ensure that all advances are liquidated at the end of each month if possible
Follow all procedures of the INGO in relation to finance and be consistent with the logistic department.
Arrange for monthly accounting documents for shipment to HQ via DHL when required.
Help in planning for future expenditures of the current month and project costs for future months.
Other activities will be determined by the Finance & Administration Coordinator and Country Director.
Administrative Tasks:

Apply/Follow up & renewal of International staff Visa, work permit, registrations.
Prepare the Expat monthly report and present to Finance & Admin Coordinator for review and submission.
Prepare service or casual contracts in collaboration with the logistic department, and further submission to Finance & Admin Coordinator for review before CDs approval.
Assist national staff to comply with MENTOR contracts, Staff Regulations, SAFEGUARDING and Code-of-Conduct
Respect and comply to labour laws of Nigeria and liaise with relevant authorities when necessary.
Support the Finance & Admin Coordinator in follow up of contracts and MoUs renewals and track update table for deadlines of payments and contracts renewals. File all contracts and MoUs corresponding.
Help in writing official letters, bank request letters, drafting work contracts etc. and ensure appropriate approvals are obtained
Responsible for all MENTOR Nigeria correspondences and keep record of them with tracking numbers.
Ensure contractual framework for relations with the various stakeholders of the base (suppliers, craftsmen).
Human Resources Tasks:

Help with the recruitment process for the national staff (advertisement, keep track of CVs, organize tests for candidates, organize interviews venues and timeframe, prepare interview lists for selected candidates, etc.)
Update the HR folder for each staff and follow up and filling of staff contracts, renewals, leaves, overtime…etc. on a monthly basis
Advise and give recommendations to the field base in terms of national incentive staff recruitment
Ensure that all staff have access to MENTOR guidelines regarding their employment
Ensure that staff has valid ID cards and business cards when necessary.
Help the Finance & Admin Coordinator and/or the CD to update the internal rules and regulations when necessary.
Supervise the work of office cleaners to ensure their tasks are completed properly, and plan performance evaluations periodically.
Adhere to the agreed MENTOR Code of conduct on Ethics and Integrity and safeguarding including Whistle blowing policies.
Other:

Participate to the Administration and Human resources meetings and working group when requested
Write a weekly report on activities past and future when requested

Job Requirements

This is just another made up mumbo jumbo nonsense sponsored by SWAGA and Tinubu groups to undermine the results when they lose. All these so called findings and detective Nancy Drew reports are all coming from SWAGA.

Intelligence reports from their camp indicates that Tinubu and SWAGA are planting breadcrumbs and setting the foundation for the excuses they will roll out once they fail in 2023. All these independent reports will be the basis they will stand on to rubbish the results.
