The first one, bigger and more expensive one should be sited in Lagos because of the abundance of water in Lagos to cool the towers and Lagos is known for its excellent capability in managing public affairs, security and valuable, profitable use of public assets.

Electricity from it will serve the industries in Lagos and Ogun states.

The second one may be sited in Rivers State or Ondo to serve the Niger Delta and Abia

That's not how it works. The nuclear power plant development cycle often surpasses 10 years for nations building their first plant. It's not something you just throw money at, and it's built. You need to first develop the expertise and experience in handling nuclear reactors as a nation. That can take decades. Then you are able to convince international partners that you are ready. Nigeria has passed that test by successfully operating its nuclear reactors with no incident since 1987, and is now taking her expertise to the next level.
