I'm not insinuating that what happened to madam Zanele was carried out by one these people, but if ten (10) Nigerians were apprehended for a particular crime in a foreign country, you can be rest assured that eight ( out of those ten would be these category of Nigerians that I'm talking about ! They know themselves.

South Africans don't hate Nigerians,but they hate those Nigerians who are known to be constantly perpetrating crimes in their country ! They hate those Nigerians who love to insult them at little or no provocations at all. They hate those Nigerians who are very loud,toxic, very arrogant and think the world revolves around them ! The South Africans actually hate IGBO people from Nigeria,just like they are hated in Malaysia,Ghana,China,Indonesia etc !

If I am understanding the first question being asked, then the answer would be the ideology and concept of pan Africanism precedes the "Ghana must go" saga.

If I understand the second question being asked, then I would respond that the ideology of pan Africanism continues to be a defining political and economic policy practiced in relation to other African states.

If the mentioning of the incidents of mutual expulsions of both Nigerian and Ghanaian citizens from each other's countries is being cited as an example of the non-existence of this political and economic policy between both countries, then you would have to expanciate and clarify what you are insinuating?
