In what way did he succeed? I lived in Lagos and experienced Jakande and Marwa's government and I can tell you that the decline started from when Tinubu ascended. You can only tell this horseshit to someone who wasn't born at the time Lagos attained "mega-city" status during Marwa. The best thing Tinubu ever did for Lagos was selecting Fashola to succeed him. Had he chosen a dunce, I don't know what would have become of Lagos state.
