Only a court of competent jurisdiction can determine a person's guilt or otherwise in a case. It is the duty of the govt and prosecution in this case, to prove to the court that Fr. Timothy is guilty of the charges. So far they haven't been able to do that as the accused was arrested and kept in detention but not charged to court
