A 2-year old child? And what was supposed to be on the child's head? Or is that not low cut already? If they wanted to cut the hair like you said it's their right to, why didn't they just cut everything, and professionally at that? Why make incisions on just the part cut? If it was not incisions but an error due to the baby not being calm (it happens to babies a lot), why don't they just own up and apologize for this? Why ignore it like it's no big deal? It's no school's right to cut my children's hair. There is nothing wrong with telling the parents that the child's hair is bushy -- although this girl's hair is not, according to the pictures.
