It means if Nigerians are suffering poverty or hardship, Lagos could be the source of it.

Who developed the Lagos Masterplan that is currently being implemented, and on which basis Peter Obi, made his remarkable commendation, about good governance?

Please, explain your last paragraph, what do you mean by Lagos has high IGR and high allocation? Is Lagos high IGR innate or supernatural? Go and do a research on IGR growth history and the contributions of each governor of Lagos to it, and you'd respect the man, Tinubu.

IGR is wealth created within a state. The records are there. The NBS is there. Similarly, does Lagos get federal allocations higher than states like Bayelsa, Akwa Ibom, Rivers, Delta etc? So, what do you mean by saying, blankly, that Lagos has high allocation?

In Obi's state, Anambra, which happens to be my state too, it is on NBS record that Ngige's and Obiano's IGR performances were significantly better than that of Obi.

I won't comment on your ' no rural distraction' phrase 'cos I can seem to make any sense out if it.
