Don't be deceived, this is never about the people but politics. If his "anointed candidate" had won the primaries would this policy have come up,or hurriedly and badly implemented?

Trust me he is not going to win with all the hardship and recent naira redesign policy was just a masterstroke. People had it rough and no one without inducement can stake their lives, professions and careers for corrupt politicians. His best bet would have been buying his way out and Buhari giving state support but with these things gone.He has no chance of winning.

The bolded is exactly the point. The plan was to financially induced most northern electorates that have no dog in the fight. Once the northerners are allowed to vote in their conscience, it's as good as gone that Tinubu won't get required votes.SE/SS is out of the equation, now northern electorates are left with 3 choices which won't favour him so I don't see his chances as long as Buhari sustained this policy. Even with bloc votes from SW which isn't assured due to high christian population it's not enough to give him victory. I am sure he and his cabals will try the last kick of a dying horse, it is now remain to see what ace card he has up his sleeves but the truth is time is already closing up on him and his cohorts. Buhari na one kind person very strict and principle to his values irrespective of politics or anything, his only flaw is his leadership dexterity which he has none.

If Buhari was serious with vote buying, he would have started in 2019 when the vice president was in markets in major cities sharing trader moni. I hate hypocrisy.
The old 200 notes would still find their way to the politicians while the ordinary masses continue in their Lamentations.

I think it still fair enough. N200 notes will be to bulky to use as election vote buying material.

He made reference to the existing guideline and the CBN has not given any other directive since the last one.

The only new order is the 200 notes which has been announced by the President and will be directed by the CBN to banks
And do you know that the existing guideline is under litigation in the supreme court thereby making the president culpable
