The rule is clear, none of them satisfies the condition to be declared winner and therefore it will be inconclusive. A re-run will be done within a week. Thereafter, whoever has the majority votes with 1/4 in 2/3rd of the states in the country will be declared winner.

1) majority votes
2) have 25% in 24 states/Abuja

Based on your case ...there would be a rerun between the person with highest votes and person with 25% in most states

The rerun would be decided via simple majority
