So you can match every ballot paper to the BVAS and all illegal votes removed, regrettably this process can only be ordered by a tribunal

You are the one getting it wrong, BVAS can track how everyone voted in the 30 people and can revealed those who weren't accredited, don't forget there are finger prints on the ballot papers, it's just a matter of scanning the finger prints and comparing to the accredited voters in the BVAS.
