The FCT to be lay, is like the 37th state of the federation just as Washington in the US but does not stand to be referred to as a state for avoidance of issues. Abuja is intended to be the melting point not a state. Unlike states FCT doesn't have a Governor but is governed directly by the president through the Minister. Unlike states, Abuja doesn't have its own House of Assembly but is under the House of Reps. Clearly Abuja is not a state and is not intended to be so

No. It is not a must, that's your interpretation of the law.

In every context, whether in nysc, census, etc, Nigeria division is referred to as 36 states and fct. If they now say something (24) in 36 states and fct, that means if you won in 23 states + fct making 24, then you're qualified because fct is seen as one of the states(36+1=37 federating units). It doesn't mean fct is a mandatory or compulsory.
