It seems you don't understand what is going on in Nigeria.
As a State Governor, you cannot legally arm any vigilante without the approval of the President. Even if the President approves, you can only get dane guns. The President is Fulani and a hardcore tribalist. Most of the Service Chiefs are either Fulani or Kanuri.
So a Governor is almost helpless unless he decides to break the 'law'.
The Fulani herdsmen killers are protected by the Buhari administration. They are above the law.

I was there that evening, we have a project going on there. I heard the first three gun shots, that's when I took off, then came another, then multiple gunshots for about 30minutes straight. Here's the outcome. Somehow, luckily a lot of the people had fled weeks before this attack because we all knew it was gonna come, but didn't know when. I'm home safely in Makurdi now.
