Martial is 27. Has been here for 7 years and acts like they just plucked him from the academy last week. Shaw. De Gea, Lindelof, Fred, McTominay, Rashford. All these guys are above 25 and have been here for 5+ years.

Not making excuses for ETH but the kind ruthlessness you're talking about need owners who are ready to invest in the team massively. It needs the kind of backing Pep is getting at City where he just gets whoever he wants and moves on who he doesn't. See what is going on at Newcastle. The Glazers can't do that.
