The contract was awarded to Bi-Courtney but nothing was done then until the contract was taken from him, he (Bi-Courtney) sued the FG that initially caused the delay of the project until Court decided the case and ruled in the favor of FG before they could commence work on the road... factor this in, it's one of the setback why it was completed...

Let me analyse it, the road, Lagos-Ibadan Expressway is 120km and as it is, it remain just 4km left to be completed accorded to the Honorable Minister of Works & Housing, meaning that, it is 96.67% completed just 3.33% to go... kudos to him & his Boss (PMB) despite the obstacles... way to go from here...
