You need to look at this arrangement in the context of the format that our version of BB uses, which is the public vote. Obviously All Stars doesn't have to be All losers. But in our version of the show, a previous winner will always have the game advantage over a previous evictee by virtue of the large fanbase that bestowed them the win in their first year. There are A LOT of popular players that didn't win their seasons and should have been given a second shot this year.

Players like Laycon, Whitemoney and (arguably) Mercy will wallop any other housemate in a popularity contest thanks to their unfathomable fanbases, and that has been proven countless times by their weekly poll outings in Lockdown, Shine Ya Eye and Pepper Dem respectively. It's a literal cheat code. We'll just end up having yet another predictable and frustrating BB season where we already know who wins during the first week only. I'm not saying it's impossible for Laycon and Whitemoney to be topped, but it will have to be a housemate that was quite strong during their season e.g Erica, Pere, Ozo etc. But even then I'd argue that it will be an uphill battle that will likely be lost.

If it were BBUS, bringing back a past winner isn't out of place because that version relies on the individual cunning and strategy of the housemates to get to the finals and win, not by Public voting. So a past winner can return and it's anyone's guess where s/he will finish. They might go far and possibly even win again, or they might get thrown out too soon due to having a big target on their backs, and not being smart enough to navigate the house strategically with that target.

So for our version, it would be better to make it All Losers in my opinion.
