You would need a transit visa to land at Dublin aiport enroute to any other country, immigration will still have to check you in before you enter the arrival hall, they will demand for landing visa for their airport it doesn't matter if you leave the airport or not. If both your arrival flight and onward connecting flight are in Terminal 2 between the hours of 04:00 and 16:00 on the same day, you need a transit visa in this case. In all other situations you will need permission to enter the State.
