A. You have been convicted by a court in Nigeria
B. If the conviction is overseas, the judgement must be enrolled in Nigeria.

People get booked for arguing with police officers, having an argument with a spouse or even threatening their neighbours. It is NOT a conviction.

The only reason INEC can disqualify a person is for a Conviction.

You don't become a convict until found guilty by the courts (or have plead guilty). That how is it everywhere. Acquittals and Fines dont make you a criminal. I know this because I have been involved in the criminal justice system in Republic of Ireland.
