I am not here to condemn the local government chairman, but I think distribution of rice and whatever is a third world (which Nigeria is) way of thinking. If the country can get better why would anyone have to queue to collect 3 derica of rice and one tomato paste.

To be fair, and not supporting any Nigerian politicians, they do that in developed countries too. They have homeless shelters, soup kitchens, and food banks.
