Good questions. Two important factors that matter for not only agriculture but most businesses in general -

1) Land ownership. Large scale mechanized farming of crops or animals may require substantial and fixed structural investments. Most skilled or well capitalized investors are NOT willing to put in the money because the government owns all land in Nigeria and can LEGALLY seize the farm at any time, or at least attempt to seize it. In short, right to land in Nigeria is tenuous and risky.

2) The official economic policy of Nigeria is to keep the naira strong. The government thus maintains a rigged Forex market to achieve this objective. This policy is very popular among the Nigerian people but harms the economy is several ways...just two examples will suffice

a) A strong currency makes imported goods cheaper and thus suppresses domestic productivity. This is why Nigerian farmers face ruinous foreign competition in markets where they should logically be dominant.

b) High interest rates is one of the classical ways of keeping a currency strong. This is the reason interest rates have ALWAYS been high in Nigeria, and a key impediment to investment.

Macroeconomic policies are important in setting basic incentives for economic activity. At a minimum, Nigeria must cancel the Land Use Act and float the naira if it is serious about evolving a productive and prosperous economy in the long term.
