1. He is repaying his debt
2. He is strategizing for his 2nd term

An adviser can be from any background. Peter Obi was a mere adviser to then Goodluck Jonathan.
Wike was screened by the Senate after he was appointed by APC as a MINISTER to serve APC government.
He is serving APC government as APC minister.

- Governor Peter Obi doubled as the honorary Special Adviser on Finance to President Goodluck Jonathan until May, 2015.

- Governor Peter Obi was also a member in the Presidential Economic Management team under President Goodluck Jonathan until May, 2015.

And he held those positions for years before he decamped to the PDP between September and October of 2014.
