If you read further in the book of Genesis, Jacob's wives Leah and Rachel did the same thing...they handed their handmaiden Billah and Zilpah to their husband to 'bear children for them'. Especially Rachel who was barren for a long time.

It sounds funny to us today, but back then, in a society with very high child mortality(one authority puts it at one in two children dying before maturity), it made a lot of sense.
