Nope. There are no worse countries.
It's about control. Regulation to ensure that the level of poaching wildlife does not threaten it's existence and possibly cause extinction for some animal species.

The country most famous for eating almost anything that moves is China, but they have regulation over there to ensure that the wildlife is not in danger of extinction and it is strictly enforced.
But here it is a crying matter, as there are countless animal species that have long gone extinct in Nigeria.

On a more serious note, I think there is a bigger danger than the killing of shark by fishermen as this rarely happens. Water pollution, especially due to oil spillage is a greater danger.

I don't know where you get this from but it is just fiction.
Nothing is strictly enforced in China, aside government power.
Wildlife is even worse.
Animals that can earn you a jail term in some European countries are
openly sold in Chinese market.

99% of illegal wildlife trades involve the Chinese one way or the other.
