One incident happened in Portharcourt sometime ago, a tanker laden with pms felled close to Oilmill and the road was cordoned off by residents and traffic redirected, all these were done before government stepped in. I will say the high level of hazard awareness and trainings in Phc played a part, an average person in Phc understands basic HSE as opposed to Lagos where you have more like a mix of everything.
You are very right. I have taught HSE for several years. It sells in Port Harcourt (where many people hope to get an oil job) than Lagos State. I have lived in the two cities. Safety awareness is high in Port Harcourt.
