The acting Inspector General of Police, IGP, Olukayode Egbetokun, has directed medical personnel across the country to treat gunshot victims without asking for Police report.

Egbetokun issued the directive while urging health workers to sensitize Nigerians about the issue.

The IGP’s directive, based on the Compulsory Treatment and Care for Victims of Gunshot Act, 2017, was contained in a Police internal memo dated October 25, 2023, and signed by the Force Principal Staff Officer, Olatunji Disu.

The memo was addressed to all Deputy Inspectors-General of Police, Assistant Inspectors-General of Police, Commissioners of Police and the Commandants of Police Colleges in Ikeja, Kaduna, Oji-River, Maiduguri and Enugu.

The memo reads, “I forward herewith a copy of letter HMSH&SW/IG/CTCV/ 10/2023 dated 3rd October, 2023, received from Federal Ministry of Health & Social Welfare on the above-underlined subject, and write to convey the directive of the Inspector-General of Police that you comply with and enforce the provisions of the Compulsory Treatment and Care for Victims of Gunshot Act 2017 without any hesitation.

“The Inspector-General of Police further directs that you make this a subject of lecture and circulate widely for the members of the public to be aware of our compliance with the National Law.”

This sounds good on paper, but imagine a hospital attending to an armed robber or victim of assassination attempt & then informing the police.

The other gang members or assassins may come to the hospital to rescue of finish him up.
Even if police starts guarding the place, that's not good for business.
Will you as a patient visit or remain in such hospital.

This is the major concern of hospitals that police have to address.

This is the major concern of hospitals that police have to address. Unless police can compensate such hospitals for any loss of business.
Even with this order most hospitals would still request for Police report before treating patients with gunshot wounds, this would be seen as applying precautive measures for their own safety.

Doctors and health workers simply choose to be irresponsible and they are not held accountable for it.
It's a law that a patient with gunshot wound must be treated, it's a law passed by the Senate and hospitals who reject such patients shall be dealth with according to the law.
The IGP issued a signed statement, "mere police statement" won't solve it, when one or two hospitals are dragged to the court and made to paid heavily for damages, doctors has their license withdrawn then the issue will be solved.
Most people in Nigeria get mistreated because they can't leverage on their rights.

Someone should sponsor a bill that makes it a criminal offense to turn down a gunshot victim because of the non-availability of a police report. This is democracy and it should not be the job of an IG of police.

A clear penalty should be specified for a violation. This is how we build a sane society.

If you find the case suspicious,you should render 1st aid,then send som1 to invite the police.
That has always been the rule.

What happens in saner climes is that the hospital management informs the police discreetly while attending to the patient... this way, police are already aware and if possible be at the hospital to take note of what happened and exactly what led to the shooting...

I just fear Nigerian police and their doings.

Remember how many times we have had from them that officers should stop collecting money in roadblocks?.

How bail is free?.

I pray this one works, because a lot of people have gone just because of getting police report before treatment.

At least those always blaming the hospitals rejecting such victims now have all rights to do so. But the Nigeria police also need to be professional with their doings. Because na only people wey done fall victim for Nigeria police hand really know the pepper wey them see for Nigeria police hand. Those guys (the Nigeria police) are bunch of lunatics

If at all any hospital found any victim suspicious, at least they should give the victim first aid treatment to save the victim's life first, keep on attending to the victim, then go to the nearest police station to make a report that they have such patient in their hospital.

I would suggest:

1. Each hospital get a signed permit from the Police Force to actually do this. The NPF can host an online platform for this.
2. Each hospital immediately place a call to NPF when they have such a case to track such incident.

The advice from the police (in the past few years) has been, start treating the patient, then send someone to inform the police (or call them). That way the patient lives and the police are aware. Don't refuse treatment.
