In budgeting, we simply compare the expenditure this year to last year for any cost grouping. Any YoY increase that is materially more than CPI, we drill down further. Man literally admitted whatever they are saying about him is true and he's owning it with his full chest. He believes he's owed a factor andits his time to collect . Just like Ibime explained, most breakdowns of line items in the budget are always done at the National Assembly. That's why during budget review, the National Assembly calls each MDA to defend their budget.
