NATO Strategic Communications Center of Excellence: Hybrid Threats: Hamas’ use of human shields in Gaza

On June 6, 2019, NATO Strategic Communications Center of Excellence published a report on the use of Palestinians as human shields by Hamas.

According to the report, Hamas relies on Israeli government's aim to minimize collateral damage, and is also aware of the West's sensitivity towards civilian casualties, so they deploy tactics that put the civilian population in danger in order to create the impression that the IDF is the aggressor that indiscriminately strikes civilians.

I have included a full link to the report, but in summary, these are the most common ways that Hamas' uses Palestinians as human shields:

- Firing rockets, artillery, and mortars from or in proximity to heavily populated civilian areas, often from or near facilities which should be protected according to the Geneva Convention (e.g. schools, hospitals, mosques).

- locating military or security-related infrastructures such as HQs, bases, armories, access routes, lathes, or defensive positions within or in proximity to civilian areas.

- Protecting terrorists' houses and military facilities, or rescuing terrorists who are being besieged or warned by the IDF

- Combating the IDF from or in proximity to residential and commercial areas, including using civilians for intelligence gathering missions.
