Isn't the road a federal road? What business does billionaire and a federal road have? Or is it our fault that your entire community is less developed than a hamlet in SE?

This is federal road, you don't get it?. As Rich as Lagos is, Federal government is undertaking the construction of most federal roads and infrastructures there, but you want states in south east to use their meager revenue from federal government to construct federal roads.
