Many of those states mentioned are relatively non-performing states. They are docile, boring, inactive and invalid. Most of their governors are not popular beyond their state. Those attributes cannot be termed as a peaceful state
For a state to be peaceful, the following indexes must be put into consideration........

Nigeria is not peaceful, any peaceful state here will be the most dangerous state in Sweden or Australia. And check those states, money no dey there. You can't be peaceful here, travel out please

Peaceful, loving and respectful People

When I still lived in Nigeria permanently , I would say kwara, mind you am from edo but spent years studying in "better by far".
Ilorin was so peaceful then.

Enugu City might be peaceful. State as a whole, not so much. Fulani herdsmen won’t let it rest. Even the main coal city’s full of kidnapping and the lot. It might be peaceful on a Sunday day while you hang around with okpa and Pepsi/La Casera but that place can get wild. And dangerous.

I stayed in Federal Lowcost for three years before moving to reside at Tumfure. They have stable light in some areas and food is kind of cheap except you want to eat in Calabar restaurants or IBO's etc.

In one or two occasions, the Kanuri people residing in Gombe went from House to House to rob. They didnt even break into peoples Houses with guns but with Arab knives and swords. These questions how safe Gombe will be in future.
