Lagos state is right to allow the fools build on waterways and government land because if the government steps in during the construction phase and issue a stop work order, the idiots will drag Lagos state to court and still go on to complete the building and occupy it for years.
It's better Lagos state lets them build and complete it, do house warming and give them some months to think they have arrived before sending bulldozers to demolish their illegal structures.

I believe an investigation should be carried out. Those who sold the land should be arrested and prosecuted. The drainage/land doesn't belong to them in first place, so selling something that doesn't belong to you, is stealing.
