Yes they can. You can take video or pictures of public servants or public infrastructures. Remember it's your tax money that is used to pay or build them. Technically, they are your property as well. As the PPRO said it's just the unprofessional officers that fight against such.

Please don't try this oo... Policemen no dey hear that one. They can kill you for just doing this. I was a victim of that and had to wait for months before they gave me back my phone. When I was going to the station to see if my phone could be returned to me and they ask why I was there, if I tell them I was videoing policemen that's why my phone was collected from me, come and see how they will start insulting me and calling me all sorts of name just because of ordinary videoing... Since then I don know say Nigerian policemen hate videoing pass anything you do to them.
