informally blessed is simple.
It is when you see your priest walking on the road and say Fr. bless me.
Usually he will give you a general blessing and end with "may the almighty God bless you, the Father, the Son and the Holy Spirit" that is an informal blessing

The issue here is 'couples'
If u bless same sex couples it means ur blessing their relationship. It means they are ok with or condone same sex couples.

These are people that need psychiatric and psychological evaluations, management and treatment, as well as prayers of deliverance, instead of blessings

the document actually answers this questions. It say couples who recognise that they are sinners and come to God humbly to give them the grace to live more according to his will are those who are blessed. and the priest should ask God to grant them healing among other things

Everyone recognizes that he or she is a sinner.
There are many sins. If one is a thief or murderer, that means he or she shud go for prayer of Grace? What happened to prayer of forgiveness, and deliverance?

By the way, are they not aware that same sex couples need psychiatric, psychological evaluation, management, as well as deliverance?

How does a gay live more according to God's will if he doesn't turn away from being gay?
Same thing as a murderer turning away from killing people.
