The whole Palestinian-Israeli issue began in 1948. No European country was willing to accommodate the Israelis, the Palestinians did so. There is evidence of this as far back as 1933. Palestine however as a political entity was used to denote part of portion of land (British Mandate) inherited by Britain after the collapse of the Ottoman empire at the end of WW1, when colonial powers such as France and Spain and a few others split up the territory. Palestine at the time contained a strong Jewish minority within Jerusalem as well as Arabs in the coastal regions. Note that at this time nobody was being referred to as Palestinian.

The intent of the British to create a Jewish homeland for the Jews went at variance with Arab nationalism, therefore to maintain control over the region, the British strictly controlled immigration for Jews only issuing special permits. That is the origin of that picture you're parading. Eventually, the Jews became frustrated with the British and started a pro-independence insurgent group, the Haganah (the predecessors of the IDF), to fight Britain. This resulted in large scale detention of Jews by British forces, causing rifts between its fellow allied powers. With the British colonial power falling post-war 2 and the growing insurgency, the ' Palestine Problem' was handed over to the United Nations.

After the historic UN vote for the partition plan, Arab militias organized and blockaded Jerusalem.
